我国城市弱势群体自助组织的社会资本的建构与发展——北京市病残青年俱乐部的个案研究

摘 要

在全球社会福利改革的自由主义思潮中,强调市民社会的互助与自我依赖是建立新型社会关系的重要途径,而建立与发展自助组织是其中广为推崇的策略。本文以北京市病残青年俱乐部为例,对我国转型社会中弱势群体自助组织的社会资本的建构进行了分析和理论解释。经过调查,研究者发现,在改革开放20多年的社会变迁中,残疾人自助组织综合运用了自身的网络关系和市场策略,拓展了自身的社会资本。同时,文章也对弱势群体自助组织社会资本下降的原因进行了解释,并探讨了自助组织对残疾人社会生活与参与的积极功能。

Abstract

To build and develop the self-help organizations emphasizing mutual-aid and self-reliance has been advocated as an important strategy of reconstructing new social relations in the era of global welfare reform. Employing a case study approach,in this article the authors attempt to analyze and interpret how “the Beijing Club for the Handicapped Youth”,a self-help organization forms its social capital. Based on the analysis of qualitative data,the authors argue that two main strategies,comprehensively using their own network(Guanxi)and marketing strategy in augmenting the legitimacy of the organization,played a substantial role in its expanding social capital during the two decades of social transformation in China. The causes of declining social capital of this self-help organization and its function in promoting inclusion as well as participation of the handicapped people in local communities are also discussed in the article.
